Description
The Department of Veterans Affairs is soliciting offers for a five-year fixed-price indefinite-delivery, indefinite-quantity contract to provide 24-hour staffed transitional housing in the Shreveport catchment area for veterans enrolled in the Health Care for Homeless Veterans program. The contractor must provide safe community-based residential facilities, separate housing locations for male and female veterans, at least 12 ADA-compliant beds, room and board, three meals daily, snacks, laundry facilities, local transportation, and outreach services. Required therapeutic and rehabilitative services include structured group activities, individual counseling, vocational and social-skills support, recovery-oriented programming, community interaction, treatment and discharge planning, case records, and coordination with VA staff. The contractor must provide a quality-control plan, contingency plan, key-personnel information, past-performance references, pricing, and specified certifications and facility documentation. The contract has a $500 guaranteed minimum and a $2,550,000 maximum, with five 12-month ordering periods and an initial ordering period beginning November 1, 2026.
