Description
The State of Delaware, through its Department of Health and Social Services (DHSS), Division of Medicaid and Medical Assistance (DMMA), is soliciting proposals for professional services related to Electronic Visit Verification (EVV). The selected contractor will implement and operate a statewide EVV data aggregation and oversight platform. This platform will receive EVV data from multiple third-party EVV systems, normalize and validate the data according to DMMA standards, and support program integrity, compliance, and reporting. The solution must be flexible, scalable, and interoperable to support various EVV vendors, service delivery models, and Medicaid populations, while ensuring compliance with the 21st Century Cures Act and minimizing administrative burden. The scope of services includes managing EVV data aggregation, validation, compliance monitoring, reporting, and integration with Medicaid systems. The contractor will not provide a provider-facing EVV visit capture solution but will facilitate the receipt and processing of data from provider-selected EVV systems. Key requirements include compliance with federal and state regulations, vendor-neutral integration with an unlimited number of third-party EVV vendors, and robust data security and privacy measures. The platform must support near real-time data ingestion, normalization, validation, and exception management. Reporting capabilities will include standard reports, dashboards, and monthly CMS reporting. Integration with the State's MMIS/claims systems, Managed Care Organizations, and T-MSIS is also required. The contract will have a base term of five years with five one-year optional extensions.
