Description
The Kansas Department of Insurance seeks one contractor to provide comprehensive regulatory support for pharmacy benefit managers (PBMs) and health plans. The scope includes developing reporting requirements; collecting, processing, reconciling, and analyzing quarterly and annual PBM and health-plan data; preparing quarterly analyses and annual PBM reports; and providing supporting schedules, calculations, methodologies, and data files. The contractor must establish and maintain a secure electronic data-submission and transfer system, protect confidential information, maintain access controls, audit trails, backups, business-continuity procedures, and historical data, and support data retrieval in PDF, Excel, and CSV formats. The contractor must also provide PBM and health-plan regulatory training, consultation, and technical assistance for compliance monitoring, investigations, and enforcement. Required qualifications include relevant PBM and health-plan network experience, a Certified Insurance Examiner, a licensed pharmacist, regulatory compliance personnel, data and analytics personnel, and data-security and technology personnel. The contract term is five years from award.
