Description
The City seeks a licensed engineering consultant to develop alternatives and design plans and specifications for storm drain rehabilitation and replacement, prepare bid documents, and support bidding and construction. The project includes rehabilitating approximately 2,200 linear feet of existing 16-inch storm drain, replacing approximately 350 linear feet of 15-inch pipe with 18-inch pipe, installing approximately 500 linear feet of new 24-inch pipe, and adding connections, disconnections, and manholes, including one with a flow-throttling function. Cured-in-place pipe lining is anticipated for the existing 16-inch pipe, subject to the consultant’s alternatives analysis. The scope also includes project management, environmental and regulatory needs assessments and documentation, construction cost estimates, schedule monitoring, reports and recommendations, utility and stakeholder coordination, bidding support, and construction-phase services such as responding to requests for information, reviewing submittals and proposed changes, participating in meetings and inspections, and preparing record drawings. The proposal must include a cost proposal using the provided template. The RFP specifies proposal sections and a 15-page limit for designated sections; resumes and several other sections are excluded from that limit.
