Description
The U.S. Army Corps of Engineers Portland District is soliciting a firm-fixed-price contractor to replace the existing Navigation Lock 1 bridge at Bonneville Lock and Dam. The project includes a new single-span fixed steel girder bridge with a concrete deck, four built-up steel plate girders, two 11-foot travel lanes, shoulders, a sidewalk, approach roadways, concrete abutments, spread footings, and drilled shafts. The new bridge will be constructed on a new alignment immediately downstream of the existing bridge over the navigation channel. The work also includes partial demolition of the existing bridge, lead and asbestos removal, seismic hazard mitigation, and phased construction to keep critical vehicular access open throughout performance. Contractors must work within environmental and seasonal restrictions and perform barge-crane lifting near a high-voltage power line. The solicitation is a single fixed-price Invitation for Bid, with award to the lowest-priced, responsible, and responsive offeror. The estimated project magnitude is $10 million to $25 million, and CMMC Level 2 (Self) or higher is anticipated before award and throughout performance for systems handling Federal Contract Information or Controlled Unclassified Information. Amendment W9127N26BA0240002 extends the response deadline to October 8, 2026, adds a September 15, 2026 site visit, and requires electronic submission by email in PDF format. The amendment also requires acknowledgment and, where applicable, submission of IRS Form W-14.
