Description
The City of Morris is seeking a qualified planning, municipal design, or multidisciplinary consulting firm to lead a comprehensive update of its 1999 Comprehensive Plan. The selected consultant will develop a strategic, data-driven, legally defensible plan addressing land use and spatial growth, annexation, zoning alignment, transportation and utilities, housing, economic development, sustainability and resilience, parks and recreation, natural-resource protection, and institutional land use. The scope includes an implementation audit of the existing plan, demographic and market analysis, future land-use and growth planning, infrastructure and capital-improvement coordination, tailored stakeholder engagement, public workshops and online outreach, and an action-and-monitoring matrix with priorities, responsible entities, estimated costs, funding sources, and a mandatory five-year review framework. Proposals must be under 50 pages excluding the cover letter and include an executive summary, methodology, qualifications and resumes, relevant experience and references, work plan and schedule, and a separately sealed cost proposal using the required hourly not-to-exceed budget format. The anticipated project completion target is 12–14 months from contract execution.
