The Pennsylvania Department of Transportation is soliciting bids for a truck driver training simulator for Engineering District 6. The simulator must replicate operation of a dump truck equipped with front, wing, and tow plows, with realistic vehicle controls, transmissions, air brakes, steering feedback, snow-removal controls, vehicle dynamics, weather and roadway conditions, instructor controls, scenario recording and replay, analytics, student records, and at least 20 training scenarios. The system must include a cab simulator, instructor workstation, 4K displays providing a 225-degree field of view, and related hardware and software. The selected bidder must deliver and install the simulator within three months after receiving a Notice to Proceed, provide two on-site one-day instructor-training sessions, furnish paper and PDF manuals, and provide software maintenance, updates, and technical support for five years. The simulator has a five-year warranty covering parts, labor, shipping, and travel. Bids are evaluated based on the lowest cost from a responsible and responsive bidder, and the contract term is 60 months from the effective date. The response must include the Worker Protection and Investment Certification, Reciprocal Limitations Act documentation, software license agreement, accessibility conformance documentation, penetration test, end-user license agreement, available StateRAMP and/or FedRAMP certificates, SOC 2 Type 2 documentation or an NDA if required to obtain it, and other required electronic bid attachments.
