Description
The State of Colorado is seeking an offeror-hosted, online utility bill management software solution to track, validate, report, and analyze utility costs and usage across state facilities and 14 Executive Branch agencies. The solution must support approximately 10,100 meters and approximately 3,000 accounts, with historical data imported from July 2015 forward and migrated by July 1, 2027. Required capabilities include automated utility-data ingestion through API or other feasible methods, OCR or bill-image uploads, manual entry, bulk uploads, data validation, account and facility hierarchies, asset metadata, weather normalization, anomaly detection, benchmarking, greenhouse-gas and renewable-energy reporting, ENERGY STAR Portfolio Manager interoperability, exports, dashboards, and configurable reports. The contractor must provide implementation and data-cleaning support, change management, in-person and online training, ongoing maintenance, turnkey customer support, and a service-level approach supporting at least 99% average uptime and at least 90% accuracy for AI/OCR or direct utility connections under normal conditions. Proposals must address the response questions, personnel, implementation, specifications, business continuity, accessibility, and cost requirements, including completion of the pricing worksheet. The initial anticipated contract term is April 1, 2027, through June 30, 2028, with possible extensions and an overall anticipated duration not exceeding 10 years and 3 months.
