The State of West Virginia Purchasing Division, on behalf of the West Virginia Army National Guard and its Division of Engineering and Facilities, is soliciting bids for a one-time construction project to renovate the Sergeant Major's Cottage at Camp Dawson in Kingwood, West Virginia. The contractor must provide all labor, materials, tools, equipment, supplies, supervision, transportation, and incidental work required by the drawings, specifications, and project manual. The scope includes selective demolition and architectural renovations, concrete and masonry work, roofing and exterior siding, doors and windows, finishes, appliances, casework, fire protection, plumbing, HVAC, controls, electrical, communications, fire alarm, site utilities, paving, and related site improvements. Alternate No. 1 covers furnishing and installing a crawl-space access door and concrete porch slab. The apparent successful bidder must provide a 100 percent performance bond and 100 percent labor/material payment bond before award, and a two-year maintenance bond for the roofing system if the work affects an existing roof. A five percent bid bond, or an equivalent certified check, cashier's check, or irrevocable letter of credit, is required with the bid. Bidders must hold an appropriate West Virginia contractor's license and attend the mandatory pre-bid meeting. The project requires at least five similar completed projects for the bidder or assigned supervisory staff. Bids are awarded to the lowest qualified, responsible bidder based on the base bid and any accepted alternate. The project is contingent on federal funding, and bidders must honor pricing for 60 days after bid opening.
