The U.S. Maritime Administration's (MARAD) Office of Marine Financing (OMF) intends to establish a pre-qualified pool of Independent Financial Advisors (IFAs) to provide independent, third-party financial and economic analyses in support of the Federal Ship Financing Program (Title XI), authorized under 46 U.S.C. Chapter 537. IFAs will evaluate the economic soundness of projects proposed for Government-guaranteed loans under the Title XI program. The solicitation outlines the process for submitting an initial proposal to become part of the IFA Pool, which remains open until closed by amendment. Once in the pool, IFAs may compete for specific task orders via request for quotations. The contract may be awarded on an 'At Cost' (government-funded) or 'No Cost' (applicant-funded) basis. Key tasks include evaluating financial viability, analyzing financial statements, performing ratio analysis, developing alternative repayment structures, assessing management, reviewing feasibility studies, evaluating market conditions, preparing amortization schedules, assisting in negotiations, attending meetings, and submitting final reports.
