Description
The City of Long Beach is seeking proposals from qualified firms to provide health advocacy and navigation services for eligible active employees, retirees, and their dependents. Services may include clarifying coverage and benefits, locating physicians and specialists, coordinating care, resolving medical billing and claims issues, negotiating fees, and providing grievance and appeals advice. The selected firm will support the City's employee-benefits program through integrated member, eligibility, claims, provider, and plan-data services; a secure, accessible online platform and mobile application; 24/7 intake with next-business-day follow-up; multilingual and multichannel communications; dedicated account management; reporting, dashboards, audits, and quarterly meetings; and compliance with HIPAA and HITECH requirements. The solicitation requests information on organizational experience, methodology, staffing, implementation, communications, reporting, data security, accessibility, emerging technologies, risk mitigation, pricing, financial stability, implementation timing, and sample reporting. The contract begins December 2, 2026, for a two-year period with three additional one-year renewal options, for a maximum term of five years.
