Description
The Federal Protective Service is seeking a contractor to manufacture, specially package, and deliver standardized Canine Explosive Scent Kits (CESKs), including regional and headquarters kits containing specified pure explosives, chemical precursors, and extinction-training control aids. The requirement includes detailed component quantities, specialized Tyvek and shielding-bag packaging, labeling, vacuum sealing, rigid overpack containers, contamination prevention, purity testing support, and compliance with hazardous-material transportation regulations. The purchase order is firm-fixed-price with a base year and four option years. Deliveries will be made FOB destination to designated Federal Protective Service locations in the continental United States and specified locations outside the continental United States. Offerors must submit a completed Standard Form 1449 with pricing for every line item and ordering period, a detailed list of proposed kits with model or part numbers, quantities, unit of issue, component descriptions, manufacturer data sheets, itemized pricing, and a quality assurance plan. The contractor must demonstrate at least five years of chemical scent formulation experience for working dogs and provide three recent government or law-enforcement references for explosive training-aid deliveries.
