The Canadian Department of National Defence is soliciting 14,000 Cap Blasting Non-Electric M7 units: 3,000 for CFAD Dundurn in Saskatchewan and 3,500 for CFAD Angus in Ontario by November 1, 2027, followed by the same quantities at each depot between September 1 and November 30, 2028. The units must meet detailed physical, performance, environmental, packaging, service-life, explosive-classification, and quality requirements, including compatibility with M700 time fuse, compliance with MIL-PRF-32294 and MIL-STD-331D testing, 99.9% functional reliability at 95% confidence, approved hazard classification, and specified M19A1 container and wirebound-box packaging. The offer must include technical and financial sections, a completed compliance verification matrix, four signed offeror certifications, an official authorization and classification document from a national competent authority, a quality plan or lot acceptance test plan, technical justification and test results, the Offer Submission Form, and the Offeror Declaration Form. The procurement is subject to Canada's Controlled Goods Program, and successful delivery includes safety-and-suitability documentation, a limited technical data package, ammunition data cards, dangerous-goods documentation, and other regulatory and quality records.
