Description
The City of Los Angeles, acting through the Los Angeles Police Commission, is soliciting proposals for an Official Police Garage to provide standard- and medium-duty vehicle recovery, towing, transport, and storage services for Los Angeles Police Department Service Area 3 and any future subdivision of that area. Services include responding to authorized City requests 24 hours per day, 365 days per year; towing vehicles up to 26,000 pounds GVWR; maintaining appropriate Class A and Class B equipment; storing impounded, abandoned, evidentiary, and forfeited vehicles; supporting lien-sale processing; and towing designated City-owned emergency vehicles without charge to the City. The contractor must meet a 20-minute maximum response time, maintain a primary storage facility and secure evidentiary-hold area, provide at least nine dedicated standard- and medium-duty tow trucks or flatbed carriers, and comply with applicable City rules, rates, reporting, licensing, insurance, and data-management requirements. The proposal must include a cover letter, business plan, financial information, key-personnel qualifications and Live Scan certificates, staffing and training plans, relevant towing and lien-sale experience, regulatory and contract-compliance history, computerized financial and dispatch-system information, subcontractor and organizational information, references, and the required City compliance forms and appendices. Proposals must be submitted by email as PDF files, with relevant native-format attachments permitted, and must comply with the Business Inclusion Program outreach requirements.
