Description
The City of Bakersfield is soliciting one contractor to provide air board compliance monitoring and reporting for cogeneration engines, digester-gas boilers, and an enclosed flare at Wastewater Treatment Plants 2 and 3. The scope includes monthly emissions monitoring for NOx, CO, and oxygen; monthly fuel-gas sulfur or hydrogen sulfide analysis; and recurring source testing for NOx, CO, oxygen, VOC, and fuel sulfur using specified EPA, ASTM, and California Air Resources Board methods. The contractor must provide required notifications and test plans to the applicable air district and submit monitoring and source-test reports within the permit deadlines. The initial contract term is one year, with four additional one-year renewal options, for a potential five-year term. Proposers must submit billing rates for the listed monitoring and testing activities; the City may accept proposals covering fewer than all activities. The proposal package must include the completed General Information Sheet, a signed copy of the draft Independent Contractor's Agreement, and the completed Contractor's Billing Rates. Insurance evidence is required at contract execution rather than with the proposal.
