Description
Jefferson County is seeking proposals and statements of qualifications from teams capable of providing planning, engineering, development, design-assist, construction, labor, materials, and related infrastructure services for a new full-hookup RV campground and associated recreational amenities. The project will be developed through a public-private partnership on approximately 200 acres of county-owned land. Planned amenities include hiking trails, nature exhibits, pickleball courts, a playground, and a disc golf course. The initial phase anticipates approximately 57 camping spots, with expansion to 180 campsites at full development. The selected proposer will participate in an intensive scoping period involving site analysis, design-assist services, construction and scope analysis, final schematic design, and development of a guaranteed budget. The proposer must describe its team, provide at least three similar public projects developed under IC 5-23 with references, submit a proposed project schedule, explain its approach, and identify scoping-period fees. A performance bond equal to 50% of construction costs and a payment bond equal to 100% of construction costs will be required after selection. Proposals are limited to 20 double-sided 8.5-by-11-inch pages, excluding dividers, exhibits, and relevant appendices; the minimum font size is 10 point, pages must be numbered, and drawings may not exceed 11 by 17 inches.
