Description
The Indiana Department of Administration, on behalf of the Indiana Department of Insurance, is conducting a Request for Information/Innovation regarding the administration and ongoing development of the Indiana All Payer Claims Database. The State is seeking information from qualified vendors about comprehensive operational, technical, analytical, and administrative capabilities, along with cost structures, that could inform a future competitive solicitation. The requested capabilities include secure ingestion, validation, storage, quality assurance, payer coordination, database and analytic-environment maintenance, Common Data Layout and submitter support, data-request workflow administration, dashboards, a consumer-facing transparency website, and maintenance or enhancement of an existing public-facing chatbot. Responses should also address privacy and security controls, encryption, auditing, access management, incident response, regulatory compliance, intellectual-property ownership or licensing, scalability, accessibility, staffing, hosting, service levels, unique technologies, notable clients, and annual itemized, bundled, optional, subscription-based, or volume-based pricing. Responses must use Attachment A, be no more than 10–15 pages, and provide narrative responses in Microsoft Word format. This is an exploratory RFI and does not constitute a request for proposals or a commitment to award a contract.
