Description
MSD of Martinsville seeks symmetrical Internet access and data transmission services scalable from 3 Gbps to 10 Gbps, with guaranteed throughput to the district’s head-end. The proposal must include laddered pricing in 1 Gbps increments, approximately 45 public IPv4 addresses with pricing for additional addresses, service-provider-owned onsite handoff equipment, and a description of the pathway from the provider’s point of presence to the district’s point of entry, including any third-party leased lines. Optional IPv6 pricing and features such as resiliency, basic firewall service, and DDoS protection may also be proposed. Each response must include a proposed service-level agreement addressing network availability, packet loss, latency, jitter, 24x7x365 trouble reporting, outage repair commitments, chronic-trouble remedies, and monthly and annual service reports. The minimum stated commitment is two-hour diagnosis and four-hour temporary or permanent repair. Respondents must also provide complete recurring and nonrecurring pricing, construction or installation details and timelines, three similar-service references, an E-Rate SPIN number, and a ready-to-execute contract. The district is considering three-year and five-year terms with up to two optional one-year extensions; evergreen or automatically renewing terms are not acceptable. The procurement is contingent on E-Rate funding, and proposals must comply with applicable E-Rate rules and restrictions on national-security-risk equipment.
