Description
The Alaska Native Tribal Health Consortium seeks a consultant to conduct a comprehensive assessment of its grants management environment across the full grant lifecycle. The work includes evaluating current-state processes, governance, organizational structure, systems, policies, internal controls, compliance practices, and operational effectiveness across complex grant-funded programs, including federal grants and programs subject to 2 CFR Part 200. The consultant must document workflows; identify regulatory gaps, risks, inefficiencies, and control weaknesses; benchmark practices against industry standards and federal requirements; engage stakeholders through interviews, workshops, surveys, and document review; validate findings; and develop practical recommendations and implementation priorities. Proposers must demonstrate at least five years of relevant consulting experience, three comparable engagements completed within the last five years, federal grants-compliance experience, and an engagement lead with at least seven years of relevant experience. The proposal must include the firm's qualifications, methodology, project team, schedule, time-and-materials pricing with a not-to-exceed ceiling, at least three recent client references, and signed commitment statements. Subconsulting is permitted subject to identification and approval.
