Description
North Plains Connector LLC is conducting a technical pre-qualification phase for an engineering, procurement, and construction (EPC) procurement covering an approximately 420-mile, 3 GW transmission system extending from near Colstrip, Montana, to endpoints near Center and St. Anthony, North Dakota. The project includes ±525 kV HVDC, 345 kV HVAC, and 500 kV HVAC transmission facilities, transmission lines, substations, switching stations, interconnection facilities, and related aboveground infrastructure. This phase evaluates technical and EPC experience, execution and management capability, schedule and resource controls, aviation capability, safety and quality programs, environmental and federal compliance readiness, financial and bonding capacity, insurance capacity, claims history, organizational structure, major subcontractors, and related qualifications. No pricing, commercial proposal, contract exceptions, or award will be requested during this phase. Qualified offerors may be invited to a subsequent RFP phase, but pre-qualification does not guarantee an invitation or award.
