Description
The U.S. Army is soliciting a single-award contractor to provide continuous, uninterrupted instructor/operator support for Medical Simulation Training Centers and related courses and training events. The scope includes medical instruction and simulation operations; classroom, field, hands-on, trauma-lane, and distance-learning support; training evaluation and after-action reviews; scenario development; operator-level maintenance of training devices; consumables management; exercise support; and associated administrative and program-management activities. The contractor must maintain a Mandatory Minimum Staffing Baseline of 110 qualified full-time-equivalent personnel across 25 CONUS and OCONUS locations, support at least 2,500 Combat Medic students annually, and achieve full staffing by the end of a 90-day phase-in period. The procurement uses a firm-fixed-price structure for core services plus a cost-reimbursement, no-fee travel line item, with a 12-month base year and four 12-month option years. Proposals require four volumes, including program-management and past-performance PowerPoint presentations, a completed pricing workbook, a cost narrative with supporting rate documentation, an executive summary, a signed SF 33, and completed solicitation clauses.
