Description
The U.S. Army Corps of Engineers (USACE) is seeking progressive design-build (PDB) services for the construction of a Multi-Domain Cyber and Intel Operations Center at Joint Base San Antonio, Lackland Air Force Base, Texas. This facility will accommodate approximately 3,500 occupants and will feature a multi-story structural steel frame, a reinforced concrete foundation, and enhanced security standards including progressive collapse resistance. A key component will be a purpose-built Cyber Operations Data Center engineered to support high-performance computing, AI server clusters, and Machine Learning platforms, with scalable, high-density power infrastructure. The acquisition will utilize an Other Transaction Authority (OTA) and will be executed in two phases. Phase 1 involves collaborative design and preconstruction services, focusing on developing the project design from concept to 60-90% completion, including open-book cost estimates and constructability reviews. Phase 2, upon agreement on a Guaranteed Maximum Price (GMP), will proceed with final design and construction. The selection process will involve a Request for Qualifications/White Papers, followed by mandatory pitch meetings for a down-selected group of Offerors, with the final award based on a best-value determination emphasizing qualifications and collaborative capabilities.
