Description
Harnett County Economic Development is soliciting qualifications from engineering firms to provide planning and design for a graveled road extension serving Byrd Industrial Sites—Site B. The scope includes due diligence and permitting, including potential 401/404 wetland permitting, topographical surveying, geotechnical studies and borings, final design, construction bid scope and supporting documentation, and assistance from bid advertising through notice to proceed. The selected firm will also conduct the pre-construction conference, provide periodic construction observation, review contractor payment requests and change orders, and perform construction surveying and NPDES compliance reporting if required. Respondents must provide an anticipated project timeline, relevant experience, key personnel qualifications, organizational capacity, references, licenses, certifications, and professional credentials. The opportunity is evaluated on experience, personnel, technical capability, references, and capacity; pricing may be requested later during negotiations.
