The Nez Perce Tribe Department of Fisheries Resources Management, Watershed Division, is requesting technical proposals and bid prices from professional planting contractors for the Big Elk Creek Meadow Planting and Fencing Project. The selected contractor must pick up and transport Tribe-furnished native plants from Wildlife Habitat Nursery, provide on-site storage and care, and plant 745 container-grown trees, willows, alder, hawthorn, dogwood, and lodgepole plants ranging from 1-gallon to 5-gallon sizes. Planting includes machine-assisted work, soil-and-water slurry backfill, protection and handling procedures, and return of pots and racks. The contractor must also purchase, transport, and install materials for approximately 1,000 linear feet of six-foot welded-wire plant enclosures around designated plantings, plus construct approximately 3,120 linear feet of fencing with two vehicle-access gates. Addendum No. 1 revises the jack-and-pole fence design: the top rail is four feet high, uses 10- to 12-foot treated logs approximately 3.5 to 4 inches in diameter, has three rails per section, and uses 5- to 5.5-inch logs for crossed X-shaped support legs. Bidders must acknowledge receipt of the addendum. Bidders must demonstrate experience planting riparian vegetation in sensitive wetland areas and submit a technical proposal covering firm information, key personnel, relevant experience and example projects, work plan, equipment and crew logistics, schedule, and price. Certified Indian-owned businesses registered with the Nez Perce Tribe receive preference, and the selected contractor must comply with the TERO compliance plan.
