Description
The Nez Perce Tribe seeks qualified consulting services to assess the legal, regulatory, and operational feasibility of establishing a Tribal Utility Authority and to develop the framework needed for Tribal control of energy resources. The scope includes analysis of Idaho Public Utilities Commission regulations, energy tariffs, treaty rights, Virtual Net Metering, Virtual Power Plants, and higher-capacity net metering; stakeholder engagement; drafting a Tribal Utility Authority code, ordinances, policies, and operational guidelines; and advocacy with utilities, regulators, and policymakers. Required qualifications include demonstrated expertise in Tribal Utility Authority development, energy policy, renewable energy planning, regulatory analysis, and operational auditing. Required proposal contents are a consultant resume, at least two past-project references including one project of similar complexity, and a cost estimate. Optional work includes developing a Strategic Energy Plan and conducting an operational audit of NMPE. Deliverables include the Tribal Utility Authority code and policies, regulatory recommendations and an advocacy strategy, stakeholder engagement reports, monthly progress reports, and a final project report. Work must begin within 21 days of award notification and be completed no later than June 30, 2027.
