The Nez Perce Tribe Department of Fisheries Resources Management seeks a comprehensive, turnkey floating Passive Integrated Transponder (PIT) tag detection system for year-round detection of juvenile salmonids in the lower Clearwater River. The selected contractor must evaluate existing skyline cable, pulley, and winch infrastructure; provide alternative heavy-anchor options; fabricate, transport, deploy, and install the system; and complete performance testing, data-loop validation, and frequency tuning. The proposed system must detect ISO 11784/11785-compliant 134.2 kHz full-duplex PIT tags, cover at least 48 linear feet across the water surface and six feet of depth, operate from an integrated solar-and-battery system, comply with NEC Article 690, and include navigation lights, weatherproof enclosures, safe boat access, and remote cellular or satellite communications. Deliverables include engineering documentation, manuals, parts and spare-parts lists, staff training, a preliminary design drawing, references for at least three similar projects completed within five years, and an itemized cost proposal. The expected bid range is $100,000 to $200,000, and installation is desired before March 1, 2027.
