Description
The State of Connecticut Department of Administrative Services seeks continuous property management and building operations services for the Dr. Kelley State Public Health Laboratory. The scope includes 24/7/365 preventive and corrective maintenance; HVAC, electrical, plumbing, locksmith, pest control, trash and recycling, and other building services; financial and budget administration; asset and inventory management; parking coordination; emergency response; safety planning; and monthly reporting. The contractor must provide a property manager, chief building engineer, and trades worker, each for 40 hours per week during operating hours, with specified licensing or technical qualifications. The facility includes specialized BSL-3 laboratory systems, including decontamination, effluent treatment, HVAC, and related compliance requirements. The proposal must include a detailed management and operational plan, staffing and qualifications, service and maintenance approaches, reporting examples, client references, and pricing using the mandatory Exhibit B and Exhibit B1 schedules. Exhibit B2 alternative pricing is optional. A mandatory site visit is required to remain eligible. The contract is described as five years, with possible extensions; the sample contract also requires DAS approval of subcontractors and that the contractor perform the majority of the work.
