The U.S. Air Force intends to award a sole-source, firm-fixed-price purchase order to Monaco Enterprises, Inc. for a Windows 11 technology refresh of the proprietary Monaco D-21 Alarm Reporting and Rapid Emergency Notification System. The requirement includes four replacement rack/tower server CPUs, one replacement View Generator CPU, two 24-inch monitors, dual-monitor KVMA extenders, an 8-port KVM switch, UPS backup units, D-21 V2 software upgrade licenses, and USB Keylok licensing dongles. The services scope includes on-site installation, migration of the active system database to the replacement CPUs, performance validation, DISA STIG testing and hardening, and up to four hours of certified operator training. The notice is an intent to sole source rather than a request for competitive proposals; Monaco is identified as the OEM and exclusive software developer, with proprietary rights over the D-21 software and database configurations. The estimated delivery/performance period is 360 days.
