Description
Elsinore Valley Municipal Water District is requesting proposals from a qualified consultant to provide social media strategy, management, content development, graphic design, video editing, analytics, campaign support, and related communications services. The consultant will manage Facebook, Instagram, LinkedIn, X, Nextdoor, and other mutually agreed platforms; develop content calendars and platform-specific posts; create graphics using Canva; schedule and publish approved content through Social News Desk; monitor engagement and public interactions; provide monthly analytics reports; and support campaigns involving water, wastewater, infrastructure, public information, education, and community engagement. The scope includes ongoing short-form video and reel concept development, editing of District-provided footage, a minimum of one completed social media video or reel per month, responsive same-day support when requested, reasonable after-hours support for significant events or emerging communications needs, and monthly analytics and recommendations. Services will be performed remotely, with the consultant generally not expected to capture video in person. The initial term is anticipated to be one year, with a project start date of November 6, 2026. Proposals must include qualifications and experience, personnel information, representative projects, three references, District experience, a detailed cost proposal, required forms, a recent W-9, and proof of insurance.
