The project will upgrade the Risk Based Data Management System (RBDMS) to version 4.5 and implement web-based electronic permitting for oil and gas well activities. Work includes requirements analysis and design, development and configuration of online forms and associated approval workflows, quality assurance testing, and project management. Planned forms include well-work, horizontal, plugging, underground injection control, and pits permits; the scope also includes rules validation, file storage, Azure environments, and integration with the existing RBDMS.NET system and the West Virginia One Stop permitting service. The project uses an iterative agile approach, with forms designed, developed, tested, and deployed as they receive agency approval. The statement of work estimates 16,873 hours and a total budget not to exceed $2,736,965. The posting is a central sole-source determination/direct-award notice, rather than a conventional open competition.
