Description
The YWCA Greater Harrisburg is seeking proposals for the design, development, implementation, and ongoing support of SafeConnect (SCAN), a secure, user-centered platform for coordinated victim services. The solution must support mobile and web access for victims and survivors, YWCA staff, and authorized community partners, including secure messaging, telephone and video communication, referrals, consent and release management, case coordination, service navigation, case management, data collection, reporting, and configurable workflows. The platform must address confidentiality, privacy, role-based access, multifactor authentication, encryption, audit trails, secure backups, discreet use, accessibility including WCAG 2.2 Level AA, language access, low-bandwidth use, integrations with existing systems, data portability, testing, training, implementation, hosting, licensing, support, and transition planning. Vendors may propose a configurable commercial product, custom build, or combination of technologies. The anticipated project term is 36 months, from October 1, 2026, through September 30, 2029, with an initial pilot targeted for July 2027. Approximately $600,000 may be available as a planning allocation, but it is not a guaranteed contract value. Proposals must include a technical and implementation approach, relevant experience, references, a 10-page narrative proposal, and separately itemized pricing, including recurring, optional, third-party, and post-project costs.
