The Washington Department of Fish and Wildlife is soliciting quotes for 10 rolls of new, unused geosynthetic clay liner (GCL) and 20 bags of granular sodium bentonite. The GCL must meet detailed technical requirements, including a needle-punched granular sodium bentonite layer between geotextiles, lamination to a 20-mil textured HDPE geomembrane, specified swell index, fluid loss, strength, hydraulic conductivity, dimensions, moisture content, and an imprinted 12-inch overlap guideline. The bentonite must be high-swelling granular sodium bentonite rather than powdered bentonite. The awarded vendor must provide delivery and freight to the WDFW Lacey Construction Shop between May 17, 2027, at 9:00 a.m. and May 20, 2027, at 3:00 p.m.; the solicitation states that delivery is due no later than May 20, 2027. The response must include completed quotation, vendor information, specification and delivery checklist, price sheet, Executive Order 18-03 vendor certification, requested product literature or supporting documentation, and required signatures. The estimated initial contract value is $62,000, with potential as-needed purchase orders under the same terms for one year after award, without a guarantee of additional orders.
