Description

HomeFront is seeking a qualified, licensed, and insured consultant to design and develop a new public-facing agency website. The scope includes planning, user experience and visual design, content migration, testing, deployment, and implementation using widely supported open-source technologies and an open-source content management system that provides role-based permissions, secure administration, portability, document-library management, search, analytics, social-media and third-party integrations, online forms, surveys, subscription tools, responsive design, and WCAG 2.2 Level AA accessibility. The website must allow HomeFront staff to manage content without advanced technical expertise and must remain transferable, including its source code, databases, files, and content. The selected consultant will provide training and electronic documentation for up to five HomeFront staff members, along with hosting, maintenance, security updates, backups, technical support, and reporting. The anticipated performance period is up to one year for design, development, migration, testing, training, and implementation, followed by three years of hosting, maintenance, and ongoing support; optional renewals may be mutually agreed upon. Proposals are evaluated on best value, including project comprehension, technical approach, team qualifications, governmental or public-housing experience, proposal quality, and past performance. Fees are to be negotiated with the top-rated proposer rather than submitted during the competitive process.
