Description
The City seeks one prime contractor to plan and perform image acquisition, survey control, photogrammetric processing, quality assurance, and delivery of natural-color orthophotography covering the full city at 0.6-inch ground sample distance or better. The scope includes a continuous textured 3D mesh for the downtown area and individual georeferenced 3D models for designated city-owned buildings. Deliverables include open-format imagery and models, indexes, metadata, accuracy reports, and other project documentation. The contractor must coordinate airspace and site access, meet specified positional-accuracy and quality standards, provide correction of nonconforming work, and maintain emergency acquisition capability. The fixed contract price includes an immediate post-event acquisition and a restoration flight for each qualifying emergency event. Proposals must include a technical proposal, a separate price proposal using Attachment D, and the specified forms, insurance evidence, and AFEAT participation documentation.
