The Military Sealift Command is soliciting a firm-fixed-price proposal for one U.S.-flag, Jones Act, ocean-going certified tug capable of towing the ex-GERMANTOWN under the U.S. Navy Towing Manual. The one-voyage tow will move the 15,500-long-ton vessel from Naval Station San Diego, California, to INACTSHIPS, Pearl Harbor, Hawaii, with four days of laytime and laydays commencing November 16, 2026. The contractor must provide a suitable tug, crew, fuel, towing bridle and hardware, emergency tow lines, navigation equipment, communications capability, position reports, and required vessel certifications. The scope also includes an independent marine surveyor, a comprehensive towing package with calculations, route and refuge-port planning, tow configuration and equipment documentation, and a transit plan. Offers must include vessel information, certifications, itinerary, technical compliance information, a lump-sum towage price, demurrage rate, required representations, and applicable shipyard data for Jones Act vessels owned or controlled by the offeror. Award will be made to a technically acceptable offeror offering the lowest evaluated price, subject to U.S.-flag, domestic shipyard, and other stated evaluation preferences.
