Description

The Department of Veterans Affairs is soliciting a certified service-disabled veteran-owned small business for a firm-fixed-price construction project to correct stormwater drainage at the Salem VA Medical Center. The contractor must provide all labor, materials, equipment, and qualified supervision for utility trenching and repair, cleaning and removal of existing stormwater infrastructure, storm sewer and water utility work, grading, dewatering, demolition, drainage improvements, roadway and sidewalk patching, repaving, pavement markings, landscaping, and related site restoration. The specifications also include Class II asbestos Transite-type abatement, including regulated-area preparation, removal, air monitoring, decontamination, disposal, and closeout documentation. The estimated magnitude of construction is $10,000,000 to $20,000,000, with a 450-calendar-day performance period from issuance of the Notice to Proceed. A bid guarantee is required at 20% of the bid price, not to exceed $3,000,000; payment and performance bonds are required after award and before issuance of the Notice to Proceed. The procurement is a 100% SDVOSB set-aside, and the prime SDVOSB must comply with the applicable limitations on subcontracting, including the requirement to perform 25% of the construction work. Bids must be submitted electronically by email, and physical bids will not be accepted.
