The Military Sealift Command intends to award a sole-source follow-on contract to BAH for the Civilian Mariner Wireless Network. The requirement includes installation on 48 additional ships; a technology refresh and network expansion ashore and on 35 ships covered under Contract N3220525C1201; and operations and sustainment across 83 ships, one development instance, one production baseline instance at a government facility, and associated cloud management environments. The justification states that BAH developed the wireless prototype under OTA contract IRWP-22-LANT-1173 and is the incumbent production contractor under Contract N3220525C1201. The agency cites substantial duplication of cost and an unacceptable delay of at least 18 months if another source were selected. The opportunity is designated for sole-source award, so it is not an open competitive procurement.
