Description
Fermi Forward Discovery Group, LLC, the manager and operator of Fermi National Accelerator Laboratory under a U.S. Department of Energy prime contract, is seeking written industry feedback on the planned procurement of a construction manager/general contractor for the Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment Near Site Conventional Facilities project. The anticipated work includes construction of beamline and near-detector conventional facilities, above- and below-ground enclosures, service buildings, excavation, shielding, utilities, site improvements, and related civil and structural work. The planned procurement would use a two-step RFQ-then-RFP process with best-value selection, open-book pricing, value engineering and constructability input, competitive work-package buyout, guaranteed maximum pricing, economic price adjustments, shared savings, and potential award incentives. Respondents are asked to comment on the CM/GC delivery method, draft subcontract and terms, risk allocation, differing-site-conditions and warranty provisions, pricing adjustments, savings-sharing mechanisms, procurement strategy, and factors that could encourage or discourage participation. This notice is for information gathering only and is not a solicitation or commitment to award a contract.
