Description
The City of Salisbury is requesting proposals from qualified firms to provide professional engineering services addressing PFAS detected in the wellfield serving the Park Water Treatment Plant. The scope includes capture-zone analysis, groundwater-flow modeling and calibration, PFAS source identification, migration-pathway evaluation, and development of a monitoring-well network with sampling and analytical recommendations and implementation cost estimates. The selected firm must evaluate PFAS treatment alternatives, including granular activated carbon, ion exchange, reverse osmosis, and other appropriate technologies, considering treatment effectiveness, capital and recurring costs, operational complexity, constructability, lifecycle costs, and space requirements. The work also includes analysis of up to three alternative plant sites, planning-level layouts and cost estimates, and a final technical report and implementation plan with prioritized recommendations, schedule, cost estimates, and future monitoring and treatment activities. Proposals must include relevant project experience, staffing and qualifications, a proposed approach and schedule, Standard Form 330, and the required signed forms.
