Description
The City of Peoria Land Bank is soliciting proposals from qualified individuals, neighborhood associations, nonprofits, and development firms to purchase and rehabilitate a publicly owned, vacant single-family bungalow at 525 E Melbourne Ave. The approximately 1,260-square-foot, two-bedroom, one-bath property is being sold as-is with inactive utilities, personal belongings, and debris. The selected proposer must provide all labor, materials, equipment, supplies, and services needed for rehabilitation; identify proposed contractors; use properly licensed plumbing, HVAC, and electrical contractors; comply with applicable building, zoning, and property-maintenance codes; winterize and secure the property; and maintain its exterior. All rehabilitation work must be completed and a Certificate of Occupancy obtained within 12 months of deed execution, subject to a possible hardship extension of up to 12 months. Proposals must include the applicant/respondent profile, project approach, rehabilitation timeline and detailed budget, previous residential rehabilitation experience and available references, financial capacity and funding sources, intended future use, and a proposed purchase price of at least $500. Evaluation weights are 50% approach/timeline/budget, 25% previous experience, 15% financial capacity, and 10% owner-occupied use upon completion.
