Description
The City of Bloomington is soliciting bids for roadway improvements near Lake Bloomington on Hiawatha Lane and Hiawatha Court. The work includes preparation of existing bases, prime and tack coats, hot-mix asphalt surface removal and butt joints, hot-mix asphalt surface course paving, Class D patches, and associated traffic control and protection. The base bid covers both roadways, with separate alternates for Hiawatha Lane only and Hiawatha Court only. The contractor must comply with Illinois prevailing-wage requirements, applicable public-works labor and safety requirements, project labor agreement requirements unless a waiver is approved, and specified equal-opportunity and workforce-participation requirements. A bid guaranty of at least 10% is required; the successful bidder must provide 100% performance and payment bonds after award. Construction must be completed by November 18, 2026, at 5:00 p.m. Required response materials include the electronic bid and pricing proposal, bid-guaranty documentation, certifications, references, insurance documentation, applicable diversity and equal-employment forms, and any requested waiver or supporting documentation.
