Description
The City of Bristol, Tennessee is requesting competitive sealed proposals from qualified agencies to provide collection services, including complete management of the collections process. The selected agency will be responsible for collecting receivables that the City's current methods have failed to collect, including utility bills, citations, parking tickets, ambulance charges, and standard invoices. The City typically turns over an average of 225 accounts per month with an approximate value of $70,000. The contract is intended to last for five years, with an option for either party to terminate after one year with 120 days' written notice. The agency must provide a minimum of two written or telephone contacts per account within 60 days of receipt, submit monthly and annual reports, accept automated or manual transfer of delinquent payment information, maintain confidentiality and security of records, remit collections weekly, conduct skip tracing, and provide an online portal for the City to track collection activity. The agency must also comply with the Fair Debt Collection Practices Act and applicable state and local laws, and implement strong data security and internal controls. Proposals must be submitted in a sealed envelope to the Purchasing Department by September 4, 2026, at 10:00 a.m. EST, with one original and four copies. Pricing information must be submitted in a separate sealed envelope. The evaluation will consider program design, experience, collection proposal, and fee proposal.
