Description
The Kentucky Department of Education is soliciting proposals from qualified individuals and organizations to provide impartial mediation services required under the Individuals with Disabilities Education Act. Mediators will resolve disputes between local education agencies and parents of students with disabilities and must demonstrate relevant mediation experience, qualifications, expertise in special education laws and regulations, and conflict-resolution knowledge. Offerors must provide evidence of qualifying credentials, including attorney licensure, special education teacher certification, or completion of 40 hours of qualifying mediation training. The scope includes availability for mediation services and training, travel throughout the Commonwealth, and possible overnight travel. The solicitation anticipates multiple contracts with no guaranteed minimum work; compensation is a flat hourly rate of $75, plus authorized training, travel, and other approved expenses. The initial contract term is anticipated to run from January 1, 2027, through June 30, 2028, with up to two additional two-year renewal periods.
