Description
New York State's Office of Temporary and Disability Assistance is seeking competitive proposals from up to five qualified vendors to provide consultative examinations for individuals referred by participating local departments of social services. Services include independent medical examinations, psychiatric and psychological examinations, intelligence evaluations, adaptive behavior assessments, and authorized ancillary testing such as radiology, cardiovascular, respiratory, and pathology testing. Providers must complete examination reports using agency-provided forms and return them to the referring district within 10 business days of the examination. Examinations must be performed in person at the contractor's facility for non-delegable services; certain administrative activities may be conducted remotely. New York City is expressly excluded from the scope. Proposals may cover one or more of five New York State regions, with separate technical and financial proposals required for each region proposed. Awards will be made independently by region, with up to five contracts and no guaranteed referral volume. Providers must bid a percentage discount from the Division of Disability Determinations fee schedule, and awarded prices remain fixed for the five-year term. The revised Appendix P pricing schedule must be used. Facilities must satisfy region-specific minimum requirements, and the solicitation requires relevant experience, licensed and registered New York medical professionals, consultant enrollment forms for proposed clinicians, and representative mock or completed example reports. Participation goals are 3% for Service-Disabled Veteran-Owned Businesses, 10% for Minority-Owned Businesses, and 7% for Women-Owned Businesses.
