Description
Douglas County School District RE-1 is soliciting proposals from qualified telecommunications and Internet service providers for primary internet connectivity to its data center. The solution must provide symmetrical bandwidth options of 15 Gbps, 25 Gbps, and 35 Gbps; support increases in 5 Gbps or 10 Gbps increments with 30 days' written notice and pre-established unit pricing; and terminate through a single-mode-fiber 100GbE handoff compatible with a 100GE-LR4-S QSFP module. Respondents may propose one primary circuit or two independent circuits with true physical route diversity, including separate conduits, local-loop paths, and provider-edge routers or central offices. The service must support static IPv4, BGP routing, and the District's IP space and autonomous system number. The scope also includes separately priced cloud-based or inline DDoS detection and automatic mitigation, with service-level commitments of 99.99% availability, 10 ms latency, less than 0.1% packet loss, and a four-hour mean time to repair. Respondents must provide pricing for one-, three-, and five-year terms, identify E-Rate-eligible and ineligible costs, maintain an active Service Provider Identification Number, comply with USAC Lowest Corresponding Price requirements, and provide qualifications, personnel information, references, a technical response, pricing, exceptions, and the required debarment certification. The service start date is July 1, 2027, and the solicitation permits up to five single-year voluntary extensions.
