The Department of the Air Force, via the Air Force Test Center (AFTC) and Arnold Engineering Development Complex (AEDC), is establishing the AEDC Velocity Alliance. This initiative, authorized under 10 U.S.C. SS 4022, aims to accelerate the modernization of national test infrastructure to support next-generation defense systems and national defense objectives. The goal is to create a pre-qualified industrial base capable of executing a multi-billion dollar portfolio of engineering and construction projects, which will be competed exclusively among Alliance members. Vendors are invited to submit whitepapers to demonstrate their capabilities and be considered for membership. Key dates for the first onboarding opportunity include questions due May 1, 2026, and whitepapers due June 1, 2026. A mandatory site visit will occur between June 1 and June 30, 2026, with an anticipated consortium live date of July 1, 2026. The Request for Whitepaper notice will remain active until September 30, 2032. Membership requires meeting mandatory certification requirements, including Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2 (or an alternative compliance path with a NIST SP 800-171 assessment and a roadmap). Technical competency will be evaluated based on representative projects. Successful applicants will execute a Membership Agreement to become eligible to compete for projects.
