Description

NASA Glenn Research Center is soliciting proposals for a two-phase, firm-fixed-price design-build contract for an approximately 34,000-square-foot Aerospace Power Systems Laboratory facility. The work includes conceptual design, complete design, construction, associated site work and infrastructure, utility tie-ins, a high-bay area with overhead crane, configurable laboratory and support spaces, collaboration and administrative areas, and integration of government-furnished equipment such as vacuum chambers and specialized laboratory equipment. Specialized systems include electrical power, liquid and gaseous nitrogen storage and distribution, process cooling, service air, specialty laboratory gases, and life-safety systems for advanced and potentially hazardous testing. The facility must meet applicable building codes and achieve at least an accepted sustainability rating under LEED Silver or Green Globes. Phase 1 will award up to three offerors a $150,000 stipend for conceptual design and technical proposal work; price is not evaluated in Phase 1. Phase 2 will be limited to Phase 1 awardees and will evaluate detailed technical approach, relevant experience and past performance, and price for a best-value selection. The solicitation requires design-build, laboratory, high-bay, complex equipment-integration, and secure or mission-critical experience; a minimum single-job bonding capability of $75 million; a facilities clearance; a Project Labor Agreement; and extensive safety, financial, technical qualification, and past-performance information. Phase 2 instructions and some incentive details remain subject to later issuance.
