Description
The City of Andover seeks a qualified consulting firm to conduct a comprehensive citywide Job Classification, Compensation, and Total Rewards Study covering full-time, permanent part-time, seasonal/temporary, and Paid-On-Call/Duty Crew firefighter classifications. The scope includes reviewing and updating job descriptions; evaluating classification and job-evaluation methods; analyzing market compensation, salary ranges, step progression, internal equity, wage compression, and total rewards such as healthcare, leave, retirement, and stipends; and benchmarking against relevant Minnesota public-sector comparables. The selected consultant will recommend a compensation philosophy, administrative guidelines, implementation options with estimated fiscal impacts, and a practical system that City staff can maintain independently. Deliverables include editable Microsoft Office documentation, a phased implementation strategy, tools and knowledge transfer, and staff training. Proposals must include firm qualifications and municipal experience, a project team, methodology, schedule, deliverables, a separate fee proposal using the provided Appendix A form, an insurance statement, at least five comparable Minnesota municipal references, and any requested contract exceptions.
