Description
The Department of Veterans Affairs is conducting a sources-sought notice for a contractor-operated community-based residential facility providing Health Care for Homeless Veterans Substance Abuse Treatment and Addiction Recovery services. The contractor would provide room and board, a supervised alcohol- and drug-free environment, 24/7 staffing, laundry, secure medication storage, meals and snacks, therapeutic and rehabilitative activities, recovery support, case records, treatment and discharge planning, coordination with VA clinical staff, incident reporting, and transportation assistance. The facility must maintain 15 dedicated beds, including two detox beds, with the ability to expand to 25 beds. It must satisfy applicable licensing, occupancy, health, sanitation, fire-safety, inspection, staffing, confidentiality, and operational requirements. The anticipated future procurement would use a firm-fixed-price indefinite-delivery, indefinite-quantity contract with one base year, from January 1, 2027, through December 31, 2027. Interested organizations must submit a capability statement addressing their point of contact, business size, SAM UEI, facility operations, relevant residential or emergency housing experience, case-management and supportive-services experience, 24/7 staffing capability, and ability to meet the draft Performance Work Statement.
