Description
The City of Tulsa is soliciting proposals for a comprehensive inventory and documentation of its aerial and underground fiber optic infrastructure. The work includes field surveys and validation of cables, poles, conduits, ducts, handholes, vaults, manholes, slack storage, splice points, termination locations, strand assignments, cable characteristics, labels, and abandoned or undocumented splices. Required deliverables include updated splice diagrams in PDF and editable formats, fiber strand assignment tables, a cable inventory database in Excel, CSV, or GIS format, route maps and network schematics, GIS-compatible spatial data, as-built-style drawings, discrepancy and risk reporting, metadata and documentation standards, a final summary report with recommendations, OTDR testing and trace correlation, fiber health and degradation analysis, remediation recommendations, data entry into the Lucity asset-management system, and ongoing inventory-maintenance processes. Respondents must provide a proposal narrative, qualifications and references from at least three similar public-sector clients, staffing and project-management information, implementation methodology and timeline, and a detailed cost proposal. Pricing must cover the listed fiber infrastructure and asset categories, with fully burdened unit prices and a total cost not to exceed.
